Every state and territory now has an approved BEAD final proposal. NTIA approved the last one — Illinois — on 26 August 2026, closing out the full $42.45 billion program. The planning phase is over. What follows is four years of construction, and the constraint is no longer funding. It is field engineering, make ready and permitting capacity.

The Four-Year Clock Is the Design Constraint

BEAD subgrantees must deploy funded networks and begin service to every customer who wants it no later than four years after receiving the subgrant, against interim buildout milestones each state sets independently. That clock does not pause for a re-walk, a rejected permit package, or a make-ready application that sat in a queue because the loading analysis was wrong.

Four years sounds generous until the sequence is laid out. Environmental and historic review has to clear before construction. Pole applications have to clear before attachment. DOT permits have to clear before anything enters right-of-way. Each of those depends on field data that is either right the first time or costs a cycle.

That is where a program either holds schedule or starts eating its contingency, and it is the part of the work we do.

The Pole Rule That Changed the Southeast

The most consequential change for southeastern builds is not in the funding formula. It is in the BEAD General Terms and Conditions, Term 13.D, effective 18 November 2025.

Under it, grantees must ensure permitting authorities follow FCC rules on timelines, rates, terms and conditions for access to municipally owned poles and conduit — including one-touch make-ready and self-help — and BEAD subgrantees that own poles, cooperatives included, must comply with FCC pole attachment rules across their footprint.

This matters more here than almost anywhere else. Georgia, Alabama and the Carolinas run heavily on electric membership cooperatives and municipal electric systems, and Florida has one of the largest municipal utility footprints in the country. Those owners have historically sat outside FCC pole attachment jurisdiction under 47 U.S.C. § 224, each running its own standards, portal and queue. Where they take BEAD funding, that changes.

For an attacher, the practical effect is that federal timelines and one-touch make-ready now reach poles that used to run on local rules — but only where the owner is in the program. A single route can cross owners on both sides of that line. Knowing which is which before the application goes in is the difference between a predictable make-ready schedule and a surprise.

Environmental Review Runs Beside the Work, Not After It

BEAD-funded construction cannot begin until environmental and historic preservation review is complete. Reviews run through NTIA's screening and tracking process against NEPA categorical exclusions, with Section 106 handled through the State Historic Preservation Office. Submissions typically need project descriptions and mapping, endangered-species consultation output, wetlands and floodplain mapping, and evidence the Section 106 obligation is satisfied.

We are not environmental consultants and do not present ourselves as any. What we do is produce the route data those submissions are built on — accurate alignment, structure locations, existing conditions and photographic documentation — early enough that the environmental package and the DOT permit package move at the same time rather than in sequence. On a four-year clock, that overlap is worth months.
