FDOT Utility Permits & One-Stop Permitting

Utility work inside Florida state right-of-way runs through an FDOT utility permit, governed by Florida Statutes § 337.401 and Florida Administrative Code Rule 14-46.001, with the technical requirements set by the FDOT Utility Accommodation Manual. Applications are filed through FDOT's One-Stop Permitting system, with a hardcopy route to the district office where OSP access or the specific location is not available.

The review clock is the part worth planning around. FDOT has 30 days to review an application for completeness, and 90 days from receipt of a complete application to approve or deny it. An incomplete package does not start that second clock — which is why what goes into the submittal matters more than when it is filed.
