One Footprint, Five Permitting Processes
We are based in Commerce, Georgia, and we deliberately did not expand nationally. A firm covering forty states knows none of their DOT processes in detail. We know these five — and a program crossing three of them is running three different clocks at once, which is exactly the coordination problem we exist to absorb.
Georgia — GDOT

Utility work in state right-of-way runs through GDOT utility permitting and the GPAS submittal process. Georgia is deploying more than $1.3 billion in federal BEAD funding through the Georgia Technology Authority, alongside continuing RDOF and electric cooperative fiber buildouts.
Alabama — ALDOT

ALDOT uses three permit forms, and picking the wrong one costs a cycle: MB-01 for accommodation of public utilities within state right-of-way, MB-02 for non-public utility perpendicular crossings, MB-03 for non-public utility installations running primarily parallel to state highways. Applications initiate at the local District office. Alabama was allocated $1.4 billion under BEAD.
North Carolina — NCDOT

NCDOT encroachment agreements use forms 16.1 through 16.7 — three-party agreements are 16.6 and 16.6A — filed through Online Encroachment Submissions on Connect NCDOT. A submittal needs the signed agreement, engineering plans, the plan submittal checklist, a performance or indemnity bond, environmental compliance verification, and HDD documentation where directional boring is used. North Carolina's $1.53 billion BEAD allocation is the largest in our footprint.
South Carolina — SCDOT

SCDOT encroachment permits govern state right-of-way. South Carolina's BEAD program was deliberately narrowed after a large share of originally approved projects turned out to be covered by other funding — a reflection of how much ground the state's earlier programs had already taken.
Florida — FDOT

FDOT utility permits are governed by Florida Statutes § 337.401 and Florida Administrative Code Rule 14-46.001, with technical requirements in the Utility Accommodation Manual, filed through One-Stop Permitting. The review clock is worth planning around: FDOT has 30 days to review an application for completeness and 90 days from receipt of a complete application to approve or deny it — and an incomplete package never starts that second clock.
What Crosses Every State Line
Two things do not change at a border, and they are usually what drives the schedule.
Make ready. Pole loading analysis and joint-use coordination work the same way everywhere in the sense that the physics is the same — and differently everywhere in the sense that every pole owner sets its own standards, portal and queue. A single route routinely crosses an investor-owned utility, an electric membership cooperative, a municipal system and an incumbent telephone company.
Grant-funded schedules. BEAD builds across these five states carry roughly $6 billion and a four-year construction clock, and the BEAD terms now extend FCC pole attachment rules — including one-touch make-ready — to cooperative and municipal pole owners that take the funding. In a region where co-ops and municipal systems own a large share of the poles, that changes how make ready has to be sequenced.
