ALDOT Utility Permits — Forms MB-01, MB-02 and MB-03
Utility work inside Alabama state right-of-way runs through an ALDOT permit filed on one of three forms:
- MB-01 — accommodation of public utilities within state right-of-way, also the form used for small wireless facilities
- MB-02 — non-public utility installations making perpendicular crossings
- MB-03 — non-public utility installations running primarily parallel to state highways
Applications initiate at the local ALDOT District office and move through Region/Area and the Central Office Maintenance Bureau depending on the scope of the work. An incomplete package is the most common and most avoidable cause of delay.

- MB-01, MB-02 and MB-03 applications prepared and filed, with agent authorization where we file on your behalf

Alabama was allocated $1.4 billion under BEAD. ADECA's final proposal, approved in March 2026, awards nearly $460 million across 63 projects to reach approximately 92,000 unserved locations — at an average of under $5,000 per location, with ADECA reporting more than $800 million in savings against the original allocation.
The technology mix is the part worth planning around: 71% fiber, 24% low-Earth-orbit satellite, and 5% hybrid fiber-coaxial. The fiber share is where walkout, make ready and permitting demand concentrates. The HFC share is work most OSP engineering firms are not set up to support at all.
