What Make Ready Engineering Covers

Make ready is everything that has to happen to a pole before a new attachment can legally and safely go on it. On a real route, that means:

  • Field survey of every pole in the proposed path — height, class, species, existing attachments, guying, anchors, riser and equipment
  • Measurement of existing attachment heights and the vertical space available in the communications zone
  • Structural loading analysis to determine whether the pole can carry the proposed attachment
  • Clearance checks against ground, roadway, rail, water crossings, and the supply space above
  • Identification of required corrective work — pole replacement, rearrangement of existing attachments, new down guys and anchors, riser relocation
  • Cost-bearing documentation the pole owner and existing attachers can act on

The engineering is the cheap part. Getting it wrong is the expensive part: a rejected application resets the clock on a permitting process that already runs in months, and a missed loading failure surfaces as a change order in the middle of construction.

Pole Loading Analysis Built to NESC

Loading analysis is governed by the National Electrical Safety Code (NESC). Rule 253 sets the load factors applied to structures, and those factors differ by grade of construction and by how the pole is configured:

Grade of construction is not a preference — it follows from what the pole crosses and what shares it. Getting the grade wrong invalidates the analysis even when the arithmetic is right.

Field Data That Survives Utility Review

Most rejected make ready packages fail on data quality, not on engineering judgement. Pole owners send work back for missing attachment heights, unverifiable photos, inconsistent pole identification, and survey data that cannot be tied to a specific structure in the field.

The point of a documentation standard is that a 4,000-pole route reads like one dataset instead of like the work of nine different crews.

Why Attachment Timelines Make Engineering Speed Matter

Federal pole attachment rules put the utility on a clock — and that clock only starts when a complete application lands. Under 47 CFR § 1.1411, for a standard order the utility has:

  • 45 days to respond to a complete application and complete the survey
  • 14 days after the survey to provide an itemized make ready estimate
  • 30 days to complete make ready in the communications space
  • 90 days to complete make ready above the communications space

Larger orders extend those windows — 60 and 90 days for survey on mid-sized and large orders, with make ready in the communications space stretching to 75 and 120 days. The FCC's one-touch make-ready election lets an attacher perform simple make ready itself on a shorter review cycle, which is a real schedule advantage when the survey work has been done properly and the "simple" classification holds up.

Every one of those clocks restarts on an incomplete or rejected submission. Engineering quality is a schedule input, not a paperwork step.

Joint-Use and Pole-Owner Coordination Across the Southeast

Aerial routes in the Southeast rarely have one owner. A single mile can cross an investor-owned utility, an electric membership cooperative, a municipal system, and an incumbent telephone company — each with its own attachment standards, application portal, and review queue.
